In the original version, the first appearance of the Soldiers had no lasting effect on Ari, and I thought that was a little unrealistic. If I saw something like the Soldiers, it'd scar me for life. There are a few defining moments for Ari in this story, this is one of them. He has blood on his hands, and that's changed him.
As for the page, Kira is trying to find a way to sneak Ari out of Sardney, and she thinks she's found a way to do that.

For a second I was thinking that they would keep track of how many of his ppl were killed, but bureaucracy has been a part of humanity since the beginning of civilisation/cities, and Rikus seems like the person who wants to try to keep track of the number, so it's much more plausible
